Práce se zabývá především strukturou a celkovým vývojem zejména mandatorních výdajů státního rozpočtu. První část je věnována převážně veřejným výdajům, přesněji řečeno jejich stručné charakteristice, funkci, členění a dále též zařazení výdajů mandatorních či vysvětlení samotného pojmu mandatorní výdaje. Druhá část se zabývá jejich vymezením, strukturou a vývojem v posledních letech. V poslední části bakalářské práce je analyzován a meziročně porovnáván vývoj jednotlivých skupin mandatorních výdajů mezi lety 2008 a 2011. This bachelor thesis deals with the topic of mandatory spending, which is one of the main issues of public finance in the Czech Republic because of being an important part of the national budget. The focus is primarily on the structure and overall development of those expenses, mainly the mandatory spending on nationwide level. The first part is mainly about public expenditure, more precisely speaking, about their brief characteristics, function, structure, inclusion of mandatory spending in public expenditure and the explanation of the mandatory spending term itself. The second part deals with the structure and development of mandatory spending in current years and the last part of the bachelor thesis analysis and compares the development of particular mandatory spending groups between 2008 and 2011.
