Analýza regulačního rámce v síťovém odvětví elektronických komunikací v České republice / Veronika Velová. -- 2019. -- 89 stran : barevné ilustrace, grafy. -- Vedoucí práce Radek Soběhart. -- Oponent Sylvie Kotíková. -- Abstract: Diplomová práce se zabývá zhodnocením trhu v odvětví elektronických komunikací na území České republiky a analýzou efektivnosti stávajícího regulačního rámce síťového odvětví elektronických komunikací na příkladu aktivit a kompetencí Českého telekomunikačního úřadu, a to nejen v rámci sítě regulačních úřadů v České republice, ale také v reakci na novou evropskou legislativu a spolupráci s dalšími evropskými institucemi. Cílem práce je analyzovat regulační rámec elektronických komunikací v České republice, identifikovat silné a slabé stránky stávajícího institucionálně-legislativního vymezení a zhodnotit stávající aktivity ČTÚ a nové výzvy spojené s plánovanou novelou zákona o elektronických komunikacích. Přidanou hodnotou práce budou doporučení na změny regulační politiky v oblasti elektronických komunikací, a to nejen v rámci současného regulačního rámce, ale především s ohledem na nové výzvy regulace v oblasti telekomunikací.. -- Abstract: The diploma thesis deals with the evaluation of the market in the electronic communications sector in the Czech Republic and the analysis of the effectiveness of the existing regulatory framework of the electronic communications network industry on the example of activities and competences of the Czech Telecommunication Office, not only within the network of regulatory authorities in the Czech Republic, but also in response to new European legislation and cooperation with other European institutions. The aim of the thesis is to analyze the regulatory framework of electronic communications in the Czech Republic, to identify the strengths and weaknesses of the existing institutional-legislative definition and to evaluate the current activities of the CTO and new challenges related to the planned amendment to the Electronic Communications Act. The added value of the work will be recommendations for changes to electronic communications regulatory policy, not only within the current regulatory framework, but especially in the light of new regulatory challenges in telecommunications.
