Problematika financování zdravotně postižených na vybraných příkladech [rukopis] = Problem of financing of the disabled people / Michaela Sládková. -- 2008. -- 49 l., 9 l. obr. příl. : il. -- Lic. smlouva. -- Abstract: Základní myšlenkou bakalářské práce s názvem "Problematika financování zdravotně postižených na vybraných příkladech`` je poukázat na situaci, jak český stát finančně podporuje zdravotně postižené občany. Hlavním úkolem práce je porovnat, zda stát více finančně podporuje pobytová zařízení, jakou jsou Domovy pro osoby se zdravotním postižením, nebo více podporuje rodiny, které samy pečují o zdravotně postiženého jedince. Cílem této práce je poukázat nejen na financování zdravotně postižených, ale lehce i na psychický a fyzický vývoj v rámci pobytového zařízení a rodinné péče. V práci hodnotím a srovnávám situaci do konce roku 2006 a současný stav financování po roce 2007. V úvodu práce se věnuji teoretickým poznatkům z této oblasti. Stěžejní kapitolu tvoří problematika v samotném financování. Závěr, ke kterému jsem svým šetřením dospěla, je následující. Do konce roku 2006 byly více finančně podporovány Domovy pro osoby se zdravotním postižením a rodiny pečující o zdravotně postiženého byly finančně zanedbávány. Zásadní změna ve financování nastala v roce 2007, kdy nastala účinnost zákona č. 108/2006 Sb., o sociálních službách, který obsahuje nový příspěvek na péči pro zdravotně postižené. Zrušení dotací na lůžko a počátek nového přerozdělování státních peněz mělo za následek finanční polepšení pozice rodin pečujících o zdravotně postižené. Což se jistě projeví v dostupnější, ale nákladnější péči.. -- Abstract: The basic idea of my bachelor work "Problems of financing of the disabled people`` is to highlight the situation of how the Czech government supports the disabled. The most important task is to judge whether the government supports better families that look after the disabled on their own or organizations providing premises for the disabled where is being looked after them by trained personnel. I am trying to show the cash flow in the both mentioned cases. The psychic and physical influence on the disabled is as well taken into consideration. In the essay I evaluate and compare the situation until the end of 2006 year and the current state of it since the 2007 year when according to the government law num.108/2006 started a contribution for the disabled. My assay is divided into two parts. In part one I write about the theory of the matter. In part two there is the finance problem-solving topic. The outcome of my work is following. Until the end of 2006 year the law was in favour of premises looking after the disabled. There is the above mentioned contribution that helped the families looking after the disabled at home. The appropriation for a bed in the case of premises was cancelled. The change of the cash flow of the government money helped the families as far as the access of the money is concerned but on the other hand for the families looking after the disabled is more expensive.
