Analýza bezpečnostního a krizového řízení v Ústeckém kraji / Jan Stropnický. -- 2016. -- 57 listů : barevné ilustrace, grafy + 1 CD. -- Vedoucí práce Petr Hlaváček. -- Abstract: Diplomová práce na téma Analýza bezpečnostního a krizového řízení v Ústeckém kraji se zabývá analýzou fungování veřejných institucí v rámci bezpečnostního a krizového řízení v Ústeckém kraji se zaměřením na povodně. První část práce se zabývá bezpečnostním a krizovým řízením, především vysvětlením pojmům. Druhá část práce je zaměřena na bezpečnost a krizové řízení na úrovni Ústeckého kraje a ORP Ústí nad Labem, a to hlavně popsání činnosti bezpečnostní rady, sestavení krizového plánu a přehled nejčastějších rizik mimořádných událostí. Třetí část práce se zabývá rolí a úkoly integrovaného záchranného systému (IZS) v bezpečnostním a krizovém řízení v Ústeckém kraji a ORP Ústí nad Labem. Dále se rozebírají složky IZS a fungování operačního střediska. Čtvrtá část práce se zaměřuje na analýzu systému bezpečnostního a krizového řízení na příkladu povodní v Ústeckém kraji v letech 2002 a 2013. Povodně v letech 2002 a 2013 jsou srovnány a navržena některá opatření na zlepšení situací, kdyby nastaly znovu povodně. Závěrečná část práce se zabývá fungováním veřejných institucí a IZS během povodní a jsou navržena další možná opatření při vzniku mimořádné situace.. -- Abstract: The thesis on the theme "Analysis of security and crisis in the management in the Ústí region" deals with analysis of functioning of public institutions within the security and crisis management in the Ústí region with a focus on the floods. The first part of this thesis deals with security and crisis management, especially the explanation of the concepts. The second part of this thesis is focused on security and crisis management in the Ústí region in district Ústí nad Labem, mainly describing of the activities of the Security Council, the preparation of a crisis plan and survey of the most common risk of the extraordinary events. The third part deals with the role and the tasks of the Integrated rescue system (IZS) in the security and crisis management in the Ústí region and in district Ústí nad Labem. Furthermore there is the analysis of the components of IZS and functioning of the operations centre. The fourth part focuses on the analysis of security and crisis management on the example of floods in the Ústí region in 2002 and 2013. Floods in 2002 and 2013 are compared and are proposed some measures to improve the situation if it occurred again with the floods. The final part deals with the functioning of public institutions and IZS during the floods and there is proposed other possible measures in case of the extraordinary event.
