Analýza hospodaření malých obcí [rukopis] = Financial management of small municipalities / Barbora Karlová. -- 2014. -- 89 l. : grafy, tabulky + 1 CD-ROM. -- Ved. práce Petra Olšová. -- Abstract: Tato diplomová práce s názvem Analýza hospodaření malých obcí se zabývá vývojem hospodaření obcí Levín a Lovečkovice v letech 2008 2013 a důkladnějším rozborem jejich rozpočtů v roce 2013. Cílem je zhodnotit systém hospodaření a financování malých obcí v ČR a aplikovat tyto poznatky na vybrané obce. Dále provést komparaci vybraných obcí a navrhnout případné kroky pro zlepšení jejich hospodaření. Práce je soustředěna do čtyř hlavních kapitol. První dvě kapitoly jsou ryze teoretické a další dvě praktické. V první kapitole jsou čerpány informace z odborné literatury, zaměřující se na obecnou charakteristiku územní samosprávy, vymezení pojmu obec a jejích orgánů. Druhá kapitola se zabývá územním rozpočtem, rozborem jeho příjmů a výdajů, hospodařením s obecním majetkem a definováním vybraných ukazatelů finanční analýzy, které jsou dále použity v praktické části. Praktická část detailně analyzuje vývoj příjmů, výdajů a financování schválených rozpočtů a závěrečných účtů. Následně jsou zpracovány výpočty ukazatelů zadluženosti a likvidity pro závěrečnou komparaci a zhodnocení hospodaření vybraných obcí.. -- Abstract: This thesis Financial Management of Small Municipalities elaborates the development and management of two municipalities - Levin and Lovečkovice in the years 2008 to 2013, and more detailed analysis of their budgets in 2013. The objective is to evaluate the management systems and financing of small municipalities in the Czech Republic and apply these observations and results onto selected municipalities. Further also compare the management of the two selected villages and suggest possible improvements in their financial performance. The thesis is divided into four main chapters. The first two chapters are theoretical and the last two chapters are practical. In the first chapter the information is drawn from specialized literature, focusing on the general characteristics of the local government, the definition of the term "municipality" and its institutions. The second chapter analyzes territorial budgets, income and expenditure, management of municipal property and the definition of selected indicators of financial analysis which are further used in the practical part. The practical part analyzes the development of revenue in detail, expenditure and financing of approved budgets and final accounts. Subsequently are processed calculations of debt ratios and liquidity for the final comparison and evaluation of the management of selected municipalities.
