Praxe participativního rozpočtu Tvoříme Děčín / Jiří Čečrle. -- 2023. -- 71 listů : ilustrace. -- Vedoucí práce Pavel Maškarinec. -- Oponent Jakub Charvát. -- Abstract: Cílem práce je analýza průběhu participativního rozpočtu a výsledků hlasování v severočeském statutárním městě Děčín. První část práce se věnuje představení a vymezení teoretických konceptů a pojmů z oblasti politické participace, demokratických inovací a participativního rozpočtování. Následující část se zabývá představením podoby participativního rozpočtu v Děčíně (s názvem Tvoříme Děčín). Je zde představena metodika a doporučení pro tvorbu participativních rozpočtů od nevládní neziskové organizace Agora CE. Dále jsou popsány fáze a průběh participativního rozpočtu Tvoříme Děčín, formální náležitosti návrhů, způsob hlasování a představení datových pramenů pro analýzu praxe participativního rozpočtu Tvoříme Děčín. Další části práce se věnují analýze konkrétních ročníků participativního rozpočtu Tvoříme Děčín (2018, 2019, 2020) a následné komparaci jednotlivých ročníků a závěrečné evaluaci dat. Hlavní výzkumné otázky práce jsou: 1) jaké typy projektů občané v participativním rozpočtu preferují, 2) jaká je míra realizovaných a nerealizovaných projektů, 3) jaké jsou hlavní důvody pro nerealizaci konkrétních projektů, 4) jaká jsou rozpočtová omezení projektů a celková alokace finančních prostředků v rozpočtu města, 5) je současné nastavení participativních rozpočtů v České republice legitimním nástrojem nekonvenční politické participace?. -- Abstract: The aim of the thesis is to analyse the participatory budgeting process and voting results in the North Bohemian statutory city of Děčín. The first part of the thesis is devoted to the introduction and definition of theoretical concepts and terms in the field of political participation, democratic innovation and participatory budgeting. The following part deals with the introduction of the form of participatory budgeting in Děčín (called Tvoříme Děčín). It presents the methodology and recommendations for the creation of participatory budgets from the NGO Agora CE. It also describes the phases and process of participatory budgeting in Creating Děčín, the formalities of the proposals, the voting method and the presentation of data sources for the analysis of the practice of participatory budgeting in Tvoříme Děčín. The next parts of the paper are devoted to the analysis of specific years of the participatory budget Tvoříme Děčín (2018, 2019, 2020) and the subsequent comparison of each year and the final evaluation of the data. The main research questions of the thesis are: 1) what types of projects are preferred by citizens in the participatory budget, 2) what is the rate of implemented of implemented and non-implemented projects, 3) what are the main reasons for non-implementation of specific projects, 4) what are the budgetary constraints of projects and the overall allocation of funds in the city budget, 5) is the current setup of participatory budgets in the Czech Republic a legitimate tool for unconventional political participation?.
