Oponent Monika Stehlíková Abstract Diplomová práce se věnuje významu a přínosu protipovodňových opatření na území města Mělníka a v jeho okolí, v kontextu ochrany života a zdraví obyvatel i jejich majetku. V práci se věnujeme specifické geografické charakteristice lokality, záplavovému území řek Labe a Vltavy, zhodnocujeme historicky největší povodně v této oblasti a následný vliv výstavby protipovodňové ochrany v dané lokalitě na povodňovou situaci. Věnujeme se hlavně trvalé ochranné hrázi v Mělníku Mlazicích a protipovodňové ochraně obce Hořín a jeho katastrálních součástí. Analyzujeme výběr druhu protipovodňové ochrany, jejich výstavbu a účinnost v rámci ochrany života a zdraví občanů, majetku i environmentální vlivy a vliv na změnu rázu krajiny. This thesis is focused on the importance and benefit of flooding protection in the area of the Mělník city and its outskirts as far as the protection of the life, health and property of the citizens is concerned. In this thesis we are focusing on certain geographical characteristics of a flooding area made by Vltava and Elbe rivers. We are classifying the historically most tremendous floods in this area and the following impact of building a flooding protection for the city. What we are also paying attention to are permanent protection levees in the district of Mlazice and flooding protection of the Village of Hořín and its land-registered areas. We are analyzing the choice of the flooding protection type, its construction and efficiency as far as the protection of the life, health, property of the citizens, the environmental impact and the environmental effect is concerned.
