Financování zdravotnictví v ČR se zaměřením na veřejné zakázky [rukopis] / Karin Blatnická. -- 2014. -- 68 l. : grafy, tabulky. -- Ved. práce Miroslav Barták. -- Abstrakt: Diplomová práce "Financování zdravotnictví v ČR se zaměřením na veřejné zakázky" se zabývá problematikou a zadáváním veřejných zakázek ve zdravotnictví. Cílem práce je navrhnout možnosti pro zlepšení realizace veřejných zakázek v České republice a tím i efektivní alokaci veřejných prostředků do zdravotnictví. První část je zaměřena na financování veřejného sektoru, na charakteristiku právní úpravy ve zdravotnictví a také na veřejné zakázky včetně historického vývoje, a stručné vysvětlení základních pojmů z oblasti veřejných zakázek. Druhá část je věnovaná financování zdravotnictví, kde jsou zmíněné základní zdroje, ale také PPP projekty a problematika investic ve zdravotnictví. Třetí část práce je věnována zadávání veřejných zakázek, kde je popsán, jak obecný postup zadávacího řízení, tak i konkrétní veřejná zakázka. Dále se kapitola zaměřuje na nejčastější problémy v zadávání a popisuje nejznámější případy pochybení ve VZ. Další kapitola je zaměřena na roli Evropské unie v českém zdravotnictví. V poslední část práce jsou navržena řešení ke zlepšení daného stavu.. -- Abstrakt: The dissertation "Health care financing focused on public tenders" examines the system for awarding public contracts in the health-care sector. It aims to suggest possibilities for improving the execution of public contracts in the Czech Republic and hence effective allocation of public funds in the health-care sector. The first part addresses the financing of the public sector, the specifics of the legal regulation of the health-care sector and public contracts, including historical development, and a brief explanation of key terms employed in the area of public contracts. The following part is devoted to financing of the health sector, mentioning the major resources, as well as PPP projects, and the issue of investment in the health sector. The third part describes awarding of public contracts, with a description of the general procedure followed in tendering, and a specific public contract. Then the chapter identifies most frequent problems in contracting and describes best known cases of errors made in public contracts. The next chapter examines the role played by the European Union in the Czech health-care sector. The last part of the dissertation puts forward solutions aiming to ameliorate the current situation.
