Celnictví - vznik a vývoj [rukopis] = Customs branch - origin and developments / František Sedlák. -- 2009. -- 47 l., [8] l. příl. : il. -- Lic. smlouva. -- Abstrakt: V této bakalářské práci jsem se snažil o vysvětlení okolností, jež vedly ke vzniku celnictví a cla, jako nástrojů k přímému i nepřímému ovlivňování mezinárodního obchodu. Důvody vzniku celnictví a cla byly v jeho počátcích spojeny zejména s funkcí fiskální, která plnila spolehlivý příjem panovníka nebo státního útvaru. S následným vývojem lidské společnosti a tedy i zákonitým rozvojem zahraničního obchodu, se často fiskální funkce cla vytrácela a byla nahrazována funkcí obchodně-politickou se všemi svými negativními důsledky. V současné době se uvalování celních sazeb na dovoz zboží ze třetích zemí provádí za účelem zajištění ochrany vybraných domácích odvětví průmyslu, zemědělství a služeb a úloha cla tak plní zejména funkci ochranářskou. V posledních 20. letech se v celní správě České republiky udály naprosto významné a fatální změny, jenž z hlediska svého rozsahu nemají ve více než tisícileté historii celnictví obdoby. Ačkoliv se význam cla v mezinárodním obchodě postupně snižuje, význam celní správy České republiky se nesnižuje, a to zejména kvůli nově převzatým kompetencím, ale i díky vytýčení strategických cílů, jež si celní správa České republiky do budoucna určila.. -- Abstrakt: In my bachelor thesis I seek to clarify circumstances that had led to the establishment of customs administration and of customs charges, as instruments for exerting direct and indirect influence upon international trade. In the early days of customs practices, the reasons behind emergence thereof as well as of customs charges were largely associated with their fiscal function, safeguarding an unfailing income for the ruler or of a state department. With the subsequent development of the human society - and hand in hand with the inevitable advancement of foreign trade - the fiscal function would quite often wear off to be replaced by the commercial & political function accompanied with all its negative implications. As things currently stand, the imposition of customs rates upon imports of commodities from third-world countries is pursued as a way of ensuring protection of selected domestic lines of industry, agriculture and services; in that way, the role of the customs duty is largely protectionist. Over the past twenty years, patently significant and fatal changes took place in the customs administration of the Czech Republic which - in terms of scope - in the more than thousand years´ history of customs practices are unmatched. Though the importance of the customs in international commerce tends to gradually decline, the role of customs administration of the Czech Republic does not. It is particularly due to both the competencies newly taken over, and to the strategic targets outlined by the customs administration for the future.
